Apparently you didn’t notice that on R1 I attacked Korea. You may invade Russia without Mongolia joining Russia. Do you want to move any infantry into Amur? If so, I will allow that retroactively. Just let me know what to move.

It’s illegal to hold back the transports. You can only carry over purchases when you have no capacity to build them.
TripleA is wrong to allow you to do that. However, I will allow it because you realized they were not safe. In fact, I’ll allow you to change your buy. Do you want to spend the 14 on something else, or just save it 'til next turn?
In other words, I am improving your situation because you will not be committed to having 2 transports waiting for next turn - you could buy something else.
But yeah, it’s illegal to hold back units. I’m willling to let you change your buy this time though.

I guess in G40 when you CAN’T place units you get your money back (it was AA50 that the units carried over)
Again, IIRC you can’t voluntarily withhold units, but I will allow you to keep the money.So basically your situation has actually improved. On your next Japanese turn you may exchange the 2 transports (14 IPCs) for whatever you want to purchase. You are not locked in to the 2 transports because I’m allowing you to take back the purchase.
OK, I’m not waiting for a decision, then, I’ll move the infantry to Amu, edit you up an IPC, and continue with America when I’m done with my turn in another game.

I’m 99% sure… I don’t see that the rulebook expressly prohibits it, but if I remember correctly it’s been answered on the FAQ thread.
