definitely more than one unit can be added to a territory. the only restriction is that units can only be added to territories/sea zones that already have at least one unit in the initial setup.

Hey Jeff,
If you prefer to play with the restriction of one unit per territory (regardless of whether or not the league dictates that condition) … then we could rebid with that in mind. I probably would bid higher if I didn’t need to worry about critical territory/SZs being stacked.

So we’re assuming that the only restrictions are the explicitly mentioned ones in the league thread?
i.e.
1. units can only go where that power already has some
2. reserve is a max of 2 IPCWhich means, China is fair game? If so, can China place a bid of anything other than inf?
