Question about HBG global 1939

Hi,
got a question about the production of usa. At 80 it reaches its full production and can declare war against the axis power. What about the national objective ? I have to add the 20 IPC to the 80 or the already in ?

US collects 80 ( you get the NO +20 at war ). 80 + 20 = 100 plus any territories they capture.
