Technically, I didn’t ask for an OOL in SZ25. Do you want to change that? But if so, I reckon we would have to re-roll defensive dice in the second round.

This changed from version 6 of PtV. So in games started before this, it’s only fair to keep playing the rules which applied at the time they started.

Well, the defender can ask for a re-roll but I couldn’t imagine you objecting to retaining 1/5 attacking hits .

The substantive changes:
Carriers reduced to 1 defense. May no longer scramble to empty sea zones (must be a defending surface warship present - player enforced)
New global victory conditions for Axis. In addition to the existing theater specific victory conditions, Axis can now also win by taking and holding for one round 13 victory cities, globally.
A U.S. marine has been added to Hawaii.
