If Britain liberates Belgian Congo from Germany, is it captured like any other territory or is it returned to France because Belgium is aligned with France?

Q. If a friendly power liberates a minor power aligned to my power or one of its colonies, who takes control of the territory?
A. The power that captures it takes control. Minor aligned powers and their colonies are not original territories of the major power the minor power is aligned with, so they are never liberated.

@krieghund There is a group of about four of us playing online that are confused on this: If the ottomans take Arabia on O1 and then the Italians capture it on some future turn, does this territory go to the UK or to Italy?
@krieghund follow on question that may be answered by the answer to the previous: if France enters Albania on French turn 1, does the territory and its IPC go to France while Italian pieces are activated in Albania?

No. Everything goes to Italy. From the FAQ:
Q. If the capital of a minor power aligned to my power is mobilized by a friendly power, who takes control of the territory?
A. Your power does.
