What is this?  The game notes and the rules you sent me say 5.  There are no NO’s for 4 IPC’s, right?  I’ll add an IPC to USA

That’s odd, it’s doing convoy rolls against China.  It didn’t do that in the unmodded Triple A.  I added 8 IPC’s back to China
