I really like this idea, as it allows even in a three player game to have two players as the Axis.
Fix 1940 global with only a French bid.

I think fortifying Paris (only if the bid is high enough obviously) to survive a German attack on turn 1 is the best move. It’s absolutely catastrophic to the Axis to Europe. It completely destroys Germany’s momentum at a critical part of the game, preventing them from making any serious attempt at beating the Soviet Union.

Right. Well with those bid rule I’m inclined to agree that battleships in 110 are the best option.

Only 1 unit per territory/sea zone (which France already has at least a unit in) complicates this a lot. Yeah, probably 1 battleship in sea zone 93, 1 destroyer in sea zone 110, 1 fighter in the UK, 1 air base in Morocco, and either 1 transport in sea zone 72, or 1 infantry in Syria or Algeria and 1 mechanized infantry in French West Africa.
