    balladeer, i don’t believe your american move is legal. From the rulebook (pg. 37 of the pacific 1940 book):

    Political Situation: The United States begins the game at war with no one. In addition to the normal restrictions (see “Powers Not at War with One Another,” page 15), while it’s not at war with Japan, the United States may not move any units into or through China or end the movement of its sea units in sea zones that are adjacent to Japan-controlled territories.

    since you were not at war with japan during your combat and noncombat phases, you should not have been able to violate that rule. i will confirm with gamer on this just to make sure.

    i just got confirmation from others that your US noncoms were illegal (http://www.axisandallies.org/forums/index.php?topic=36862.new#new). specifically, your ships are not allowed to go to 17 and 33, so you’ll have to adjust them before continuing. shouldn’t affect your chinese and british moves, tho.

    sz 16 is legal if you wanted to go there instead?
