Hi, I had to edit purchase as upgraded factory was unable to produce, I exchanged the 20 factory upgrade Pus by a Battleship and placed the infantry and the armor to complete the 3 unit production of the minor factory that I had at the beggining of the turn. I thought the mayor was able to produce at least 3 in the first round.
