definitely more than one unit can be added to a territory. the only restriction is that units can only be added to territories/sea zones that already have at least one unit in the initial setup.

If you prefer to play with the restriction of one unit per territory (regardless of whether or not the league dictates that condition) … then we could rebid with that in mind. I probably would bid higher if I didn’t need to worry about critical territory/SZs being stacked.
