Kwangsi is a 1 IPC territory … perhaps you meant Kiangsu (aka Shanghai) while he was thinking you meant Kwangtung (aka Hong Kong)

Correct. US and UK/ANZAC do not consider a declaration of war on France to be a provocation.

But it does cost you the 10 IPC NO, so until your planning to go to war with the US consider the IPC value of FIC to be -8
