I thought the Neutrals would turn pro Allied when you attacked Spain? I need to stick my nose into the book -
They should. Were you trying to land in Portugal? It should have allowed that.
I think it is a technicality for the Russians. True Neutrals turn pro-allies when attacked, but at the time, Russia wasn’t one of the Allies. I’ll have to read up on if it then retroactively applies when Russia joins the Allies.
