I figured you would know this, but then I started thinking that you might not have attacked shantung had you known this.
The fact is that the only units that can move during both the combat phase and the non combat phase are air crafts.

I am not sure if you read my earlier posts, but you can’t move naval units during both CM and NCM. Which means the fleet needs to be moved back to Z18. If you dislike this as it influences your other choices, then we can discuss how else to resolve the situation.
