Sorry Vance, was not aware that one cannot build 3 units AND a facility with a minor IC. That true? I seem to remember differently, but programme did not allow. Hope its ok that I converted the superfluous inf into 3 more cash that went into upgrading three inf to three mechs (Manchuria). Technically I put the inf into Jap, then deleted it.

You should be able to build a airbase or naval base in a territory that already had an IC, and also build your 3 units from the IC. You can edit it if you want or would you rather keep it as it is?
