This is very true. I love playing the game.
Manchuria is originally a Chinese territory. So when it is liberated, it goes to China not the liberator…Russia’s IPC total is 3 less at 34.
Also, Russia’s IPC value is only 6 so you can only place 6 troops there…so 2 must go to Caucasus
