Re: SZ 35 - subs can move anywhere during NCM - but have to stop if they enter a sz with a dd. And that SZ is bow hostile for your turn (though it doesn’t affect loading of trannies). At that point, you could move your fleet during combat move phase, or stay and fight, or move some and leave some to fight - but no matter what, you were not going to be able to move during NCM. Either way you choose, in this case, it was going to keep your fleet from getting into a good position vs the allied fleet occupying SZ6.
