      I cant find anything yet about how purchasing and mobilization of new units work. Only some combat examples, at Kickstarter and BGG. So, I am watching this documentary about the war in Nam, and have come to 1965, so my assumptions could be wrong. But fact is, the military advisors that have been asked so far, claim that the main problem was, that if you killed one enemy communist, then that one enemy would be replaced. But, and this is vital, if you killed one innocent, then 10 new people would join Viet Cong. To me this look like a zombie apocalypse. Kill one enemy unit, and your opponent can mobilize one new unit. But burn a civillian village and your opponent can mobilize 10 new units. Is this taken care of in the Rulebook ? Because about the Vietcong unit, it says on Kickstarter that its ability were to ambush, disperse, evade and control the rural population, and that this ability is what forced USA to keep sending units, and finally lose the war. This is wrong, it was the killing of innocents that turned people to join VC and then the growth of VC forced USA to keep sending troops.

      I believe this case should be covered in the game mechanic. If one or more Red units is in a territory, you should have several options. You can bomb that territory and automatically kill every units in it, but then the Red team can mobilize 10 new Red units for each casualty, like you kill 2 Red units by bombing, and the Red mobilize 20 new units. Or, you can target the Red unit, but with low odds, like a 1 on a 6D is a hit. But if you succeed and roll a 1, and that one Red unit is killed, the Red team can not replace it. So basically carpet bombing is very efficient on the battlefield, but with huge backfire in the long run. Targeting is difficult and takes a lot of work, but it pays off in the long run.

      The typical VC strategy was to let a VC sniper fire from an innocent village. If he hit anything or killed any US troops was not important. Then ARVN and US troops would always respond by burning that innocent village down. Then the surviving families and neighbors of that ruined village would join VC. It was basically this VC purchase and mobilize new units strategy that made USA lose the war, because we kept responding with wrong strategy. We should have targeted that VC sniper, not the entire population.  Its like when a brown-haired person steal a car, you dont hang every brown-haired persons in that neighborhood, because that is not justice, but it is a sure way to turn every brown-haired persons of the entire world against you. You can do it if you are Hitler and want to ethnically cleanse the world from brown-haired people, but if you do it by accident, like the leaders did back in the -60ies, and you dont have any strategies to deal with it, then you lose

      It’s a great idea, and you can do all sorts of goofy stuff in a 1962 setting including an alien invasion event that could force the US and USSR to work together. Plus why not cash in on the new Red Scare consuming the US’s news cycle?

      Just remembered I was gonna use the Battleship game subs but didn’t have enough so that’s how I thought of the 84 game.

      Nothing wrong with using A&A subs, but if you had your heart set on Battleship subs (that doesn’t sound right), I’m sure you could just order spare parts from E-Bay on the cheap… I can’t imagine there not being thousands of Battleship pieces out there on E-Bay.

      Heck, I ordered FOUR different sets of LotR Monopoly pieces off E-Bay to get enough fortresses for my LotR Risk game… so I can only imagine how common Battleship pieces must be.

      I knew that various WWII special forces carried daggers or stilettos, such as the famous Fairbairn-Sykes Fighting Knife, but the type of stiletto with which the above-shown, er, soldiers are equiped aren’t a particular weapon category with which I was previously familiar.  The closest equivalent I can think of is Betty Grable’s legs, photographs of which boosted the morale of American GIs in WWII to such an extent that they probably had a significant impact on the course of the war.  I think that at one point 20th Century Fox went so far as to insure her legs for 1 million IPCs…um, I mean dollars.

      On Tanks.

      Some players will for sure claim that if the opponent choose your casualties, nobody will buy Tanks any more, never again. The land battles will look like they did in the MB Classic games, with huge infantry stacks only. So how do we fix this, and I for sure don’t want to mess with the units cost or combat values. A Tanks should always cost 6 IPC, move 2 spaces, attack on 3 or less,  defend on 3 or less, and of course be able to Blitz. The only way to make rational players keep buying Tanks is to give them one more ability, and again from the A&A 1914 game with established and playtested rules.

      An attacking Tank can absorb one extra hit. So it takes 2 hits to kill a tank.

      This would be very strong if Tanks was chosen last as casualties, but perfect when chosen first. Tanks are actually the fodder that break through the enemy line, and make a hole in the line that the follow up infantry can exploit. Tanks that survived a real battle got so worn down that they would need months of repair before they could be used again. A Tank should be a hard hitting one round only unit. A Tank need a lot of fuel, supply and maintenance to work, and is really expensive to keep running. But in combined operations with aircrafts, like Tactical Bombers, they really put a lot of harm to the enemy. Tanks win battles. But they get used doing so. Infantry on the other hand live of the land and is cheap, and they can go on and go on forever, but they don’t have a strong punch.

      So if you want to win a battle, you need air superiority, this is true for both attacker and defender.
      If you want to successfully attack a territory, you also need Tanks and Tacs in Combined operation that gives a heavy punch to the defending stack. Since attacking Tanks will also absorb one extra hit, this first round will be devastating. We must assume that Tanks are taken first as casualties, so the next rounds are likely to be infantry fighting. And in that case, attacking infantry need matching artillery if they want to be hard hitting. And as always, artillery will be targeted in artillery duels, so in the latest rounds only infantry and aircrafts will survive. Just like in the real world.

      I prefer to think along the lines of many fewer, large sea zones. Ships of both sides can co-exist in them, and must make search (or intercept) rolls to initiate combat. Land based fighters cannot attack ships.

      United Kingdom Political Situation

      “Government in Exile” - (Delta+1 final version)

      Upon the first time London is captured by an Axis power:

      The British government must exile to Ottawa, Canada. All British IPCs (Europe) must be given to the axis power that now controls London. The United States and Soviet Union must immediately declare war on all axis powers (if not already), and become allies with the United kingdom.

      During exile:

      The UK may collect income from all territories (Europe) that are still under British control. The UK may only mobilize new units from ICs in Canada.

      After liberation:

      The UK government may return to London, and regain all privileges of their previous sovereignty, or choose to stay in Canada until London stabilizes (decision must be made at the end of the UK turn). If London falls a second time while the government is there, they may not exile again, and all income, purchasing, and placement rights are lost until another successful liberation has been achieved.

      Issues before Delta+2:

      Whether or not the UK in exile should continue to collect income from all territories remaining in British control, or just territories from Canada.**

      PS, I need to correct my previous post to clarify that Ottawa, Ontario would be the British location for GiE, while Montreal, Quebec would be the Free French (FF) GiE location.

      Mark, its a house rule, its not supposed to play out exactly the same way in your basement as in mine. In my basement it would be as free as possible, while in the residence of Baron Munchausen it looks like its gonna be some restrictions and limits. In most games you only see 2 or 3 players, so I doubt it will be a lot of arguing about the sharing. If you play in a club and 8 people sit around the table, I bet they stick to the OOB rules.

      Anyway, if Germany get all IPC in one game, then I figure Italy or Japan get pretty weak. But the beauty of the hidden nature of this rule, is the Allies don’t know for sure where the money goes. Both the Allies and the Axis have to guess what the other guy do with his starting cash

      All your points were sound and we’ll taken :)
      I just saw a clear opening to raise the relative ipc distribution subject and had to take it hehe. It’s the one area where strict comparative analysis is always pushed “well territory A can’t be worth X since territory B is worth Y” etc. But with units people allow more flexibility. I only brought it up because the rubber band always seems to snap on ipcs, despite being pretty flexible everywhere else ;)
