    BTW, can more ships move into a space, during the noncombat phase, where a battle had occurred during the non-combat phase? I know on land you cannot do that with aircraft, but are the sea spaces different?

    Surface ships may move into or through any friendly sea zones during noncombat movement.  Subs may move into or through any sea zones, friendly or not, but they must stop if they move into a sea zone with an enemy destroyer.

    Yes, which is sometimes req’d such as the condition where you have a carrier in range that is obligated to provide a landing space for aircraft that survived if they are out of movement points.
