I forgot the rules for the sub vs sub+transport in SZ109. Certainly you had the option to submerge the Russian sub, but I am not certain the rules if you want to stay and try to protect the sub. I have heard multiple explanations. Let me know what your understanding of the rules are, and if you had wanted to stay and do a sub vs sub battle if it did have the option to fight.
The poor residents of London. Ownership has been changing hands so many times this game. I expect that it will be sacked for a third time next round.
