    The kami attacks were effectfull and the american didn’t make all the hits they needed. this might be the final round of the game if it fails big time.

    First damage bships then Carriers. After that:

    Destroyers (all but 1 if you still have submarines, if not all of them) < carriers < Cruiser < tac fighter < fighter < battleship
