    If you attack the sub, then the tranny is part of the battle, thus cannot move later on. However, the tranny can move outside of z7 during the combat move phase, but then it cannot be used anymore during the ncm. And if the tranny loads troops during the combat move phase, these troops must attack a territory (thus they cannot go in Algeria). Of course, you might ignore the sub and not attack at all. Then the sea zone is never hostile and you can move freely during your ncm
