I thought you had forgotten to remove the Italian tanks.  There are 9 Infantry, 1 Artillery and 2 Italian Armor in C. Persia!!!
If you also had not taken N. Persia, add 2 more NO to Italy’s bank please.

Yes.  9 Infantry, 1 Artillery move from E. Persia to C. Persia just prior to any American attack on C. Persia.  You still have a 1 in 3 chance of winning the battle.
