Liberating a capital (major or minor industrial complex)

For a&a 1940 global, does anyone know if you liberate a capital does the original owner then have control of a minor industrial complex or a major industrial complex. In other words if germany captures london and then the US liberates london, does the UK immediately own a major or minor industrial complex.  I’m thinking they own a minor and have to upgrade it to a major by paying 20pu.  Am I correct? Thanks.

You are correct, there would still be a minor on UK when recaptured.
