Rule Clarifications on GW 1936 Amphibious Assaults

Hi everyone!
I’ve ordered Global War 1936, and started a game recently with a few friends. Being our first time playing, we’ve naturally encountered situations where we’re uncertain about how to judge rules:
The UK player (myself) landed in a completely unoccupied Rome. The Italian player elected to scramble their fighters into Rome. Now, we’re uncertain whether the double casualties and delayed entry of the tank (involved in this scenario) still applies in this situation (given that, from an intuitive perspective, the Brits simply walked onto the empty beach). Furthermore, given that the British fleet contained several battleships, would they be allowed to shore bombard the aircraft after they scrambled, or are air units immune from shore bombardments?

Italy can’t scramble fighters into an empty Rome in the first place. You can only scramble to defend units.Alwo scrambling happens during the combat phase before you roll dice for that specific battle. -
