Transports and hostile sea zone question

@Krieghund on the German turn, two cruiser enter a sea zone with a French battleship and a French transport. The German cruisers elect not to engage in combat.
On the French turn, the French battleship departs the sea zone and the French transport remains where it is. The French transport declares it is not engaging in combat with the cruisers and otherwise takes no action.
Is this a legal move for the French?

@the_good_captain Yes. In fact, if the transport remains it cannot attack, as a warship is required in order to do so.

@Krieghund thank you. (For anyone who finds this thread, the reason I was asking was to make sure the French transport wasn’t destroyed for being in the same SZ as an enemy warship on the French turn).

@krieghund does the same apply for attacking?
For example, an Italian cruiser and transport engage in combat against 2 ottoman cruisers. The Italian cruiser gets 1 hit and the ottomans get 2 hits. Would the Italian transport be destroyed since only 1 hit can be allotted to the cruiser and there is still a second hit to be allotted? Or would the combat cease and the transport be spared?

@ragnell804 All hits must be applied. The transport is destroyed. If the Ottomans had scored only 1 hit, the Italians could have broken off the attack and saved the transport, at least for the time being.
