    I think the rule is any Japanese controlled territory touching Mongolia plus Korea.  Japan was in control of the Chinese territory, and you liberated it, but it still counted as Japanese controlled at the time.  I think AAA handled it correctly.

    If you want a moderator’s ruling or to ask someone else’s opinion, I’m fine with that, because frankly it is just my opinion.
