Although cheese-y, I don’t think the Soviets get to collect the SZ125/ARCH NO in this case.
The Soviets are at war in Europe and there is an Axis warship in SZ125 … I believe tripleA doesn’t count it since SZ125 is not hostile to Russia (since only Italy issued a DOW), but that tripleA isn’t following the rules in this case.
I don’t know what the rules state exactly - is it at war, or at war with Germany? I seem to think you are probably right and it is an oversight by triple a. I would like to know for sure though, mainly because it would be funny to get the bonus because neither of us declared war!

That’s the only source I have and it says “When the Soviet Union is at war in Europe” … but, this is Alpha 3 rules, so possibly it the wording has been changed for Revision 2. I’ll ask in the FAQ and see what Gamerman or Krieghund say.
