That is right. So Russia didn’t collect the NO for Yugo.

So instead of having 74 IPC in hand, Russia has 71 IPC.

You’ll get bonus cash for Alb, but not for Gre.

Every neutral pro axis or every axis territory gives you 3 IPC bonus.
So Irq will qualify.
