Air Units Flying from Sz99 to Sz100

I don’t see any reason why air units cannot fly from Sz99 to Sz100,  technically through the “turkish straight”

You can fly over panama, gibraltar, denmark or the suez, without controlling it.  Is this right then?  My gut says yes :)  Because you at no point, are flying over Turkey.  I was however - recently challenged on this issue.
