    Turns out Norway is in “mainland Europe”. If I’d have known that I wouldn’t have let you take it. I was trying to intentionally draw you in to Scandinavia as I thought the loss of infantry might make Russia fall in the next turn or two. But I also am unfamiliar with the Russia capital siege dynamic. It looks like the Germans can set themselves up with a nice siege most of the time, but cannot actually take the Russian capital (unless they have good luck, a strategic break, or siege for several turns or more).
