If you want to have a shortcut in the start menu, then the windows exe with java is the one you want.
The zip one does not install anything (ie: no shortcuts are created), and it can be run from a usb drive because of that. You just have to unzip it somewhere (and make your own shortcut if you want).

Until such time as Android / Kindle / iOS choose to support Java SE (ie: full real java), the answer is no.

Windows 8 Pro / Surface Pro will be able to use TripleA though.
