Why not ask if you need a transport to cross the Tasman sea. Heck, people can swim the English Channel so therefore no transport should be required, right?

Or (the real question) may land units go from Central America (Panama) to Venezuela without using a transport?

My guess is no, but you didn’t ask me :-D. If you zoom in on the hi-res map you can make out a little sliver of Colombia between Central America and Venezuela.
Obviously we should wait for Krieghund’s ruling.

No. The two territories meet at a point, so they’re not adjacent.
