Sending Japanese units to Western US is wasteful. Without Germany, they’re crushed. With Germany, they’re essentially stuck doing nothing overseas for a few turns.

Yes, but they must load onto the transports on their turn, then wait for their next turn to unload, sitting on the transports for a full round of play.
