I take this idea further and use my bid to add 3 artilleries to the Russian stack.
It makes it a serious offensive force and a harder defensive force to deal with.
It allows US to project more power in the Atlantic because it shows Japan down.

Its not a Europe specific NO anymore.
Its just any territory that at the start of the game belonged to either Italy or Germany or if it was a pro axis nuetral
Really simple stuff.
However there are none of these outside of the Europe map but several outside of the continent Europe

i generally just use the russian fleet to keep the german player honest. Was fun one game the german player attacked and destroyed an american fleet but forgot to leave anything in berlin and the russian player captured it.

They can only ask the Germans for permission to do so, Germany can grant or deny this movement.
Regardless of the German decision, Russia stay’s neutral.
Look over the stickied thread - they’re pretty much in there, but I haven’t heard anyone who’s 100% sure of every single NO down to the last detail.
