As far as I can see China did not roll for convoy in z19 (2 subs) during their income phase. If you agree, please roll/adjust China money before purchase with China.

China is not subject to convoy. TripleA used to have this wrong and rolled convoy for china but it has been corrected on the most recent edition, which we are using.
