At the end I did a NCM and placement edit. I decided to move an infantry from Karelia to Caucasus and then place 6 infantry in Karelia and 3 in Russia.

I think I got it, this is because I started with an old version of the map I think. I may have to redo the map from the beginning using the edit function to make it work. Currently testing things.

yeah, looks like it comes from the map. Remade the game from the proper map. Here it is, let me know if you see a mistake (the russian sub has been correctly placed, not as it was before)
