Hi

You can Bombard if you ignore the Trprt and or Sub. If you bring Air in to attack the Trprt, it creates a Naval Battle. You can’t bombard during a Naval Battle.

Yes, but only in the Pacific version. If you are playing global, then they start minor and upgrade when the U.S. goes to war, unless the U.S. pays to upgrade them before.

Don’t you keep your kids on them?  I don’t see how else parents can get their grocery shopping done, save tying them into the harness in the cart.
