Just horse trade with the Germans,
IE, I will withdraw troops from the eastern front in certain areas, if you allow my battleship to pass through the canal.
That said, I agree that a denial of canal access, should be seen as a DOW.

In our game today I denied permission for the Soviet ships to leave then I desroyed them with two subs and a couple of planes.
