You are correct, as the rulebook says on page 25:
“A power collects the indicated bonus IPCs during each of its Collect Income phases if the condition for that bonus has been met, unless otherwise specified.”

If you can’t find anything in the US, you might consider ordering from them, although shipping will probably make it too expensive.

I just saw 4 copies today at Mind Games in the Oshawa Center (east of Toronto, Ontario) for $99 a copy. (Pacific 1940 is also $99 a copy there as well).
