@vodot Thanks! I made some edits to the original post based on our discussion. I hear you that it is important to avoid unreasonable “side-stepping” of blockades, but trying to count up fractional territories is way more bookkeeping work than I want to assign. Instead, I give players the choice of using either a land supply line or a sea supply line, but not both.
Naval limit

I haven’t got my copy of AAE40 yet, but was wondering if the same old problem of America and Japan circling each other in the pacific until finally someone attacks on turn 6 or so was still an issue. I was thinking imposing a limit as to how many navy units could be present in any one sea zone. Has anyone down this before? I was thinking about 8 not including transports/aircraft. Any ideas?

I hear you about the US and JAP fleets dancing around each other, but there should not be a limit on naval vessels in a sea zone.
