@Krieghund This is exactly why I called on you/Panther. I admittedly have zero clue what the actual intentions of the rules are (Hell, I do Non-Combat Moves during my Combat Move phase in all my TripleA and non-tournament games), so the best I could do is just quote the rulebook and do my best. I know there’s several threads devoted to this topic, but here goes:
If you play with Russia Restricted, stack all inf and arm except for 1 in Cau in Karelia. The fighters can also go there or east to hold off Japan. Consolidate your eastern army in Yakut, I believe.
If not RR, generally any attack on Germany is good, but the best is probably Finland-Norway with inf and arm and take out the Baltic fleet of Germany.

I generally make a combined assault with my forces in Yakut and Soviet Far East on Manchuria. Gives the Russians some influence in Asia and also makes the Japanese income go down by 3.
