In combatmovement, can a bomber or fighter flew over enemy occupied zone to attack a zone behind? What about naval units? Can they travel past a zone occupied by the enemy?

Yes, and no. You can fly over areas with ememies but you can’t pass through a sea zone to get to another… except if you use subs and there are no destroyers in the fleet.
