Combat question

If an air unit attaks a territory with only ground units and there is no aa gun does the other player roll a defending attack for the ground units? Also if an air unit attacks a water territory with only one ship, does the ship get a defending attack?

All ground units can hit airforce

All ships (except submarines) can hit airforce
