Do the orange Japanese pieces from Pacific 1940 match the orange from the 2004 revised edition? If not, are there any other A&A Japanese that do match the revised edition?
I’ve never done it myself, but my impression is that the game is severely imbalanced in favor of Japan, so start with a 30-50 IPC bid for the Allies, and revise from there.
