Airbase placement question

Just got the game and played it.  Not sure about the rules on airbase placement.  Can I take supplies from any islands that I control to put an airbase anywhere there is an empty base outline.  Do i have to have the three supplies to buy an airbase on that specific island that I want to buy it for?  Any help would be great.

The supplies must be on the island on which you’re building the airfield.
