d uring ww2 when the germans or russians were retreating they would destroy everything in the area to make sure the enemy didnt use it. so i thought why not make a house rule to simulate this. a player could destroy all of a provinces industrial production so the enemy dosent get it. to destroy a provinces income they player must have 2 or 3 infantry in the province to do it and must pay half of the provinces industrial production (rounded up to do it). after that the province would have no industrial production for either player. If a player wanted to restore the provinces industrial production he would have to pay twice the proviences origional industrial production and have at least 1 infantry in the province to rebuild and it would take an entire turn for the infantry to rebuild.
There is a “Scorched Earth (SE)” rule used by some who like the variation. But it only applies to ICs (original or built). Your variation might ovedo it. What if Germany took Russia and then was driven out by the Brits. If Germany SEs Russia after about G4-5 then Russia would not likely have the IPCs to recover … considering that all IPCs are surrendered upon loss of your capital.
Or if Japan takes W US and SEs it … The cost to the US would be astronomical!

That would surely change the face of the game, making a astatic defense more important.
There could be some intersting “distractions” to the “accepted” strategies. If the US can be seriously harmed, how much will they send to germany, how much will be kept to defense? Germany on the other hand should have a close look on WEurope and hold it. Your implications on russia say enough.
The sea becomes IMHO much more important, having two tranports around could wreak havoc anywhere.
It would make the game interesting, to say the least!
(think of combining the new idea of Indux… sacrifice the Luftwaffe for a naval threat against the UK or US, add a full scale Japanese Invasion of Hawaii (not only pearl)). Interesting possibilities :)
