I looked it up. Yes, you are right. It only applies to major ICs, so a minor one could indeed be built in Finland.

I use OOB rules.
I bought this game in November and play one on one against my usual A&A opponent.
We’ve played seven games so far and the axis have won four…allies three. So we think it’s pretty balanced…the only thing we don’t like is the starting IPC’s for Italy. You can’t buy sh*t with that and they lose half of their starting fleet before it’s their turn.
But since the axis have won four out of seven it hasn’t really affected the overall outcome.

Besides, the Soviets aren’t even in the Pacific version, and West India is balanced by British Columbia, so it’s even there and the European UK doesn’t get more…

The rules posted by Larry are for the Global game only.  What’s posted here is the “best guess” of what the rules for Europe will look like based on those changes.  It is unofficial at this point.

The best thing to do right now is use the Alpha NOs, using NOs 1 and 5 for the US.

One good use of SBR would be if either Anz/UK had enough ftrs w/in range of a mid sized Jap fleet using an island AB (ftrs) for cover. US could SBR the AB so the Jap ftrs can’t scramble. Then the minor powers could drill the Jap navy. The US would have to be willing to loose some ftrs though plus have enough bmrs (that survive) to make the hit. With my luck though I would have two US bmrs left and roll snake-eyes leaving the AB functional.
