Lets say I have a submarine placed 1 sea zone away from a coast that has enemy fighters. Can those fighters attack my submarine, if so what defensive actions can my submarine take?

Whatever fleet you build as UK, you are free to place in the seazones around UK. Then on the german players turn, he has 2 options: stay and fight against whatever fleet you might have built, or to run away.
This is correct. You may put new naval units in a zone that still contains enemy units.
Subs from both sides shoot in “opening fire.” There is an “opening fire step” every round. Unless an opposing DES is present, sub hits (only can hit naval units) in opening fire don’t get to shoot back. Subs get a “free” shot every round.
I’ve heard a few examples of the daak low luck dicey making some wierd calculations on subs… mostly when airforce is involved in the combat. But I can’t really help you out here, you should go to the daak forums and post in the Dicey section, or you could just follow the link below.
