Declaring Casualties
While playing yesterday a buddy and I had just finished the first round of combat for a naval battle and we began removing our casualties before the second round. I saw him take his destroyer off so I decided to keep my sub instead of another piece. Just before rolling for the second round he noticed I’d get pre-emptive and adjusted his casualties to leave a destroyer. A back and forth ensued and we didn’t know how to resolve it.
So my question is, who removes casualties first so there isn’t this “oh I changed my mind based on what you lost”?

It’s pretty consistently 8-9hrs for my games. I’ve played a lot of 1 on 1 recently and my counterpart usually takes a long time to do his turn. Expect to set aside a whole day for it if you plan on going start to finish. Hope that helps.

We’ve played only one game with tech but that was Europe only. This would be really good to get a solid answer on, though I think you may be right.

RE: Setup for AAE40?
I’ve played with Alpha 3 maybe 6 or 7 times now and the games have been fairly balanced. OOB was fine until we realized how easy sealion was.
I’m not sure where wittman is getting the 37 for Soviets but I’d think that would greatly unbalance things. Nor have I heard of the extra UK inf in Egypt. Would love to know as well.

RE: How to win with Axis
Forgive me if this is already apparent to you but Axis need to make very smart decisions on the first 4 rounds. If they don’t hit the allies hard enough by the time the US comes into play, then it’s only a matter of time before the US comes to trounce you.
I typically hit Soviets heavy on round 2, and make sure to try and take UK navy out as fast as possible. The more resources you can send to Soviet territory the faster you can take it and not worry about that side of the map. And if you’ve hurt the UK navy enough you won’t have to worry about units on western europe for a few turns.

If you’ve ever had a friend who thinks “I’ve still got a chance in this” and won’t stop until game rules are met…then you’ll know the pain :)
But I think it’s just eliminating any possible scenario where the axis might have the ability to come back and win with troops amassed somewhere.

RE: Starting a new game of Eur 40 tonight - using Alpha 3 (Advice needed)
I’ve played approx 6 or 7 games with the US getting 20 extra IPCs in wartime and we’ve had fairly balanced games. I haven’t used the 9 IPC bonus Soviets get (where did you find that?) and it’s been just fine.
Until it’s laid out in detail, for Europe especially, you’ll just have to wing it and find a balance for your play style.

I play with the current alpha 3 rules as well. I don’t do the extra soviet units during wartime, and for the US I give them 20 extra IPCs instead of the 30. So far it’s been pretty even as far as wins for each side so I don’t know if I’m unbalancing things with how I’m playing.
I also would like to have some sort “for now, play E40 like this” since it’s been what, over a year since E40 came out?

If the attacker survives with boats (non transport boats) then the amphibious assault may take place after.
The attacker doesn’t necessarily have to have surviving warships. The only requirement is that the defender does not (excluding subs that submerged in the battle).
Ah, yes. In case anyone was reading Krieg’s answer wrong like I was… transports are dead in the water ONLY if there are surviving defenders for the next round. I didn’t consider if the round ended and only transports were left on the attacker’s side. But planes can still take them out if the defender is scrambling.

all amphibious assaults must first resolve the sea battles. If the attacker survives with boats (non transport boats) then the amphibious assault may take place after. Also note, no bombardment may occur from any ships that took place in that sea battle.

1. Correct, there are no official alpha rules for Europe 1940
2. When people refer to the alpha rules on this sub thread they are referring to all the alpha rules that pertain to the Europe side of the map.
3. I suggest using the alpha rules because there are some slight flaws in OOB rules. The biggest one is Sea Lion (Germans have a big advantage). For me, I have been using alpha 3 rules and treating the US income bonus as +$20 every round instead of the OOB +$30 and it’s worked pretty fairly for the 7 or so games I’ve played the last couple of months…but this is merely my opinion.Try a game out with the alpha 3 rules and see for yourself. You’ll find out as you play how strong/weak it is based on your gameplay style

I’m unclear whether a successful Sea Lion (G1-G3) changes the political situation.
Does the fall of London bring USA and/or USSR into the war or do they still have to wait till USA3/R4?
pretty sure OOB rules are No, they wait like normal in the instance of an attack. But Alpha 3 states this:
“If the United States has war declared on it by an Axis power, an Axis power captures London or any territory in North America, or Japan makes an unprovoked declaration of war on the UK or ANZAC, the United States may declare war on any or all Axis powers.”

RE: Sub Rule Clarification Please
I’m assuming that you’re playing by the box rules, wwestpro. Techroll42 is correct - subs don’t block movement. For the effects of the “sneak attack”, see page 30 of the Rulebook under the Doesn’t Block Enemy Movement unit characteristic of submarines.

Sub Rule Clarification Please
Alpha 3 states:
“Submarines no longer fire a special ‘sneak attack’ shot at unescorted transports that move through their sea zone”
Last weekend we had a game where my opponent placed a submarine to block my ship movement (so I’d have to do combat) but I thought about this rule and it confused me. Does this rule only pertain to transports or to all ship types? And if it only applies to transports then why can an unguarded ship just pass through? Thank you.

Also, In Aplha3 Russia gets +9IPC instead of the 2 units, regardless of their diplomatic status with Germany, and what territories they control.

It’s pro-Axis via sealion as I recall.
And a contributing factor is the fact that you can’t scramble from most airbases.
On the flip side there is also the ridiculous notion that if the US can capture Norway, they can build a Major industrial complex there, and dump their entire income on Germany.
Yes to both of these. Once I figured this out, my friends couldn’t take me until I filled them in on it :) I’m currently using Alpha 3 rules but knocked the US wartime bonus to 20 IPCs instead of 30. So far it’s been pretty balanced but I know they are still finalizing rules for it so take that for what you want.

RE: When can subs submerge? Are aircraft able to fly over impassable regions?
I’ve always assumed one round had to pass before you could submerge, but I could be wrong.

Quick Alpha +3 rule question. Does the US still have the 30 IPC bonus during wartime? (for just europe, and for global) thanks!
Krieghund has answered this question for me already (I’m in the same situation). Basically, there is no definite answer yet because they haven’t finalized the rules for global. Once they do, they can narrow it down for pacific and europe only maps.
What I have been doing is using Alpha 3 and giving the US only 20 IPCs more to balance it out a bit. You’ll find that the US is way too strong with 30.

Yeah that is a known problem with OOB rules. We’ve switched to Alpha 3 rules where AA guns get to fire up to 3 times and there are slightly different unit placements in the setup.
