The idea is to defend while preserving the ability for strong counterattack. You want to be trading territory in Poland, not the outskirts of Moscow.
You gave an example of a huge stack of Soviet infantry failing to defend Moscow and a force infantry and fighters being able to resist conquest. This is sound; but if you are at the point of defending Moscow that way, you have already failed, in my opinion.
Perhaps you are working a war of attrition on behalf of the Allies, but the key to victory in the European theater is putting Germany on the defensive.

The point is to be able to defend well with tanks and be able to counterattack when the time comes.

2005, 4th Edition
I really love this game board, it’s definitely my favorite of all the A&A variants.
It is based on the classic map and adds additional territories and sea zones without being excessively divided, geographically. The only issue is the size of some of the coastal sea zones.
The physical board itself produced by Xeno Games is a perfect size, slightly larger than classic, but small enough to find room on most tables.

Check the number of victory cities you control, you may already have 8, or will have 8 when you take Moscow assuming you don’t lose any you currently control

If the war is ongoing, concentrate on submarines, fighters, and tactical bombers to sink Allied naval units and make sure there are no transports able to make landing by having your air units stationed at air bases to scramble to defend against amphibious assaults from adjacent sea zones

That make sense, the result is no amphibious assault can take place.

Amphibious Assault (no warships) vs Scrambled Fighters
If transports move to a sea zone to unload ground units for an amphibious assault but are not accompanied by any warships, and the defending power scrambles fighters to defend against the amphibious assault, are the transports automatically destroyed before they can unload their ground units?

The World at War has been my preferred version of A&A since I started playing 3.0 in the late 90s.
It really has the right mix of variability with the start in 1939 and differentiation of the powers through different unit costs and ‘special abilities’ like Germany and Japan each getting one ‘blitz’ double-turn per game, elite infantry/mech inf (SS Panzergrenadiers, Soviet Guards, US Armored Infantry), and including ‘specialist units’ like Marines Rangers (four USA inf attack at 2 during amphibious assaults per turn) without being too complex and unwieldy.
Many of the rules in modern A&A first showed up in The World at War long before.
I guess Mike ‘Xeno’ has given up the game and has just been clearing out back stock the past few years. It’s too bad, I had hoped to see an update to 4th edition or a new 5th edition that takes into account some of the new rules in modern A&A past the terrible 2004 edition.
